BSNL purposely reduces downloading speed from 7 AM to 8 AM!

Im living in Tiruchendur(Tuticorin, TAMIL NADU) and using DATAONE 500C plan.

In my area,I experience the above problem for a week.
Upto 6 AM the download speed is 1600KBits/S.
But sharply at 7 AM it goes down to 150 KBits/S and I'm getting the 1600KBits/S at 8 AM. So I think that the BSNL people reduce the speed for 1 hr purposely.
